Born in 1957 in Nagasaki, Japan, Ihara graduated from the School of Commerce at Waseda University in 1981 and joined the Wakakusa Theater Company, then in 1994 left the company to join an event production company, where he was involved in the establishment of the Shinagawa Intercity Hall, WINC Aichi, et cetera. He also served as the general manager of the Aichi Prefectural Arts Center. After working as the general manager of the Aichi Prefectural Art Theater, he returned to Nagasaki in April 2022 to become involved in the peace movement. Currently, he serves as Vice Chair of the Nagasaki Atomic Bomb Survivor Certificate Holders Association, secretary of the Nagasaki Prefecture Nisei Association, secretary general of the Committee for the Maintenance of the Memorial at Fukuoka Prisoner of War Camp No. 2 and No. 14, vice president of the Nagasaki Prefectural Film Center, as well as other roles.
