To realize a prosperous civil society, Matsubara supports NPOs and volunteer activities, work with diverse actors to solve local issues and to achieve the SDGs. Matsubara held a citizens' summit in Hiroshima City in addition to making policy recommendations with civil society from 72 countries at the G7 Hiroshima Summit held in Japan in 2023.
