Tokuda was born in Tokyo in 2001 and became interested in nuclear weapons issues after meeting a hibakusha in Hiroshima on a school excursion during her junior and senior high school years. After entering university, she began working toward the abolition of nuclear weapons, and in 2023 founded GeNuine, an organization that aims to abolish nuclear weapons from a gender perspective. She is a first-year master's student at Hitotsubashi University's Graduate School of International Public Policy.
