Born in 1953. Graduated from Chuo University and registered as a lawyer in 1981. Kuroiwa is the Management Chair of the National Air Raid Victims Liaison Council. His major works include “The Realization of Relief Legislation for Air Raid Victims in the 70th Year after the War: A Review of the Tokyo Air Raid Lawsuit and Future Issues” (included in “70 Years after the War: Remaining Issues, Unresolved Postwar Compensation II”).
